Two Or Three Witnesses
The law of Moses must be implemented in the mouth of two witnesses. Those two witnesses are:
The law – Moses
Jehovah
A prophet or a priest declares the law and if Jehovah agrees, the judgment is executed from heaven.
I did not kill my brothers-in-law. I declared the law to each of them in the office of a prophet and Jehovah agreed that they were guilty and executed the judgment upon each of them. They both died prematurely.
Jn 5:45
45 Do not think that I will accuse you to the Father: there is one that accuseth you, even Moses, in whom ye trust.

Under the new contract, Christ within the prophet declares the law and the Lord Jesus Christ ether agrees and executes the judgment, or forebears.
