Computer Crisis - Question About Hell & Answer

Very profitable teaching (The Year 2000 Computer Crisis) today. I do have one question: I quote from the transcript:
"The pain of following after our carnal mind ends in destruction in this world and death in the next. There are many, however, who do not have the opportunity to follow Christ because he is not in their life. These people can prosper from the wisdom of this world. These people are in a spiritual place that the New Testament calls Tartarus. They exist in the hell of this world, yet they are not under judgment. There are two kinds of judgment. They are not under the white throne judgment which is mediated by Christ Jesus because Christ Jesus is not in them. Neither are they under the destructive judgment mediated by Satan because they are following after the goodness of this life."
<< I do not understand why they would not be under the judgment that is mediated by Satan since, apparently, they are following after the good side of the tree of the Knowledge of good and evil. I really had never heard of a group of people that are not under one judgment or the other. I would appreciate some enlightenment on this.>>
They are still under the reaping and sowing judgment, but not under the destructive aspect of it, because there has been enough good seed sown to merit a "good" life. Satan carries out the destruction earned in this world, but the blessings of God flow through the human spirit to those who obey the spiritual law of God:
Rom 2:14-15
14 For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves:
15 Which shew the work of the law written in their hearts, their conscience also bearing witness ... (KJV)
Some people actually live out their whole lifetime without experiencing sickness or tragedy.
2 Pet 2:4
4 For if God spared not the angels that sinned, but cast them down to hell, and delivered them into chains of darkness, to be reserved unto judgment. (KJV)
Strong's 5020: Despite the Greek-English lexicons which translate this word as a place of terrible punishment, Strong's 5020 stands in contrast with the other two Greek words which are translated "Hell" in the New Testament:
Strong's 1067, Gehenna, the place where one is burned [white throne judgment/lake of fire which burns away sin and produces eternal life], and
Strong's 86, the grave -- the place where the dead are buried, but still conscious [Satan's judgment/to be persecuted by the pestilence in the earth on a daily basis, with no hope of deliverance]. the Scripture expresses this condition as "continuous disease," or "continuous trouble."
Strong's 5200, Tartarus appears only once in the new Testament, and the modifying verse in which it appears indicates that the Angels who sinned were incarcerated [cast down] to a place where they would be guarded [reserved] until the time off their judgment.
We also found in our studies that there is a spiritual significance for the English word "turtle," which is derived from the word "eunuch," which is associated with the French word "tortue."

Circumcision of the Heart, Message # 434, pursues this thought, and suggests that Cain, the negative side of the conscious mind of mortal man, is the spiritual turtle. The carnal mind reserves, or guards, mortal man from the spiritual life, because judgment falls as we enter into the spiritual life, either by Christ Jesus unto eternal life, or by Satan unto destruction.
It is for this reason that people who are sick unto death, or people who experience tragedy upon tragedy in their lives, usually have witchcraft operating in their present lives, or in the lives of their ancestors. Witchcraft can take many forms, the majority of which are not recognized as witchcraft by the average person.
